First part of dot11req_scan/scan_results.

Incomplete:
0) Testing. :)
1) ScanResults needs to have the *rates fields filled.
2) Scan needs to enable the port if necessary.
And of course, (3), the startup script rewrite to make everything more
intelligent. That'll be the fun part.
