Updates added to support the ISIL mini-PCI reference design. The PCI part

doesn't work yet, but the changes impact the PCMCIA and PLX parts as well.
I'm checking the changes in because I want the changes that affect PCMCIA
to get wide testing as soon as possible.

Added CROSS_COMPILE_ENABLED variable to config.in. Changed the default file name in the default_config file of Makefile to be a file in the top-level directory of the linux-wlan package.
